#AccessDenied – Documenting the Blocking of LGBTQI Content in Hungary
With the support of the Digital Freedom Fund, we mapped the extent of content filtering on public and semi-public networks in Hungary and, where blocking occurs, whether it is discriminatory, i.e., whether it disproportionately or unjustifiably affects LMBTQI contents.
As part of the research, an online questionnaire allowed anyone to check how many of the 42 websites on the list were accessible on a given network. As part of the targeted personal testing, our volunteers ran the questionnaire on pre-defined networks in 21 major cities.
Based on the acquired data, we contacted institutions that apply content filtering with freedom information requests as well as letters requesting information. We received comprehensive answers to our questions in a total of five cases.
The report presents the testing methodology and results, the most frequently blocked websites, and the responses of service providers to our questions regarding the procedures followed, the tools used for blocking, and the categories blocked.
The report is also available in Hungarian.
