The report is based on interviews wtih representatives of state institutions, NGOs and members of vulnerable groups at risk of becoming victims of hate crimes.
The main recommendation of our study is that the Government should adopt a medium-term national strategy and action plan, which would ensure that effective solutions are offered to this significant social problem. The rest of the recommendations in the study are suitable to serve as a basis for such a comprehensive national policy.
